Were the Divisional Officers (DOs) of Commander rank? From my experience of Dartmouth and Raleigh in the 70s they were Lieutenant Commanders, though things could have been different in the 30's. I would have expected a Captain in command, Commanders as 2nd in command, head of training, the Paymaster and perhaps one or two others. The DOs would have been under them and a rank junior.
