They did tow sailing dinghies on their Broads cruises, didn't they? Perhaps one was called the Titmouse, or provided something of a model for Titmouse? Then perhaps if one of the young people who went on the cruises with them tended to sail that dinghy, they might be called the "skipper"? It would seem odd that he should dedicate the book to either an entirely fictional character, or to a "proud" boy he saw only once? Only some of the books have dedications and they are generally to people who have played quite an important role in the development of the story. (Who were the Clan McEoch that Winter Holiday was dedicated to? I'm sure I've read that somewhere, but it has slipped my mind!) I feel it's a "To the six for whom it was written" type of dedication, rather than a Myles North or an Oscar Gnospelius, but who knows really?
