The Victory is the flagship of the Second Sea Lord and is still in commission, although like some other naval establishments is not all at sea.

The Constitution, is afloat and in commission. A few years ago she did sail for a short while in Boston Harbour, but usually her "turnaround cruise" is done with tugs. The nominal reason for the turnaround cruise is to turn her bows to point in the opposite direction on the dock each year. This ensures more even weathering from the prevailing winds. However, I suspect that it also gives the US Navy some good public relations with Congress people, TV crews etc. invited on board for the show.
