I suspect that Ransome was thinking of the well known Battersea Dogs Home (which has no apostrophe) and which, according to Wikipedia, was founded in 1860 as the 'Temporary Home for Lost and Starving Dogs', Since 2002 has belatedly acknowledged that they also have been helping cats since 1883 by renaming itself the Battersea Dogs and Cats Home (still no apostrophes).
