Sorry my previous comment appeared twice. My original point was that it would have been natural for AR to use semaphore (he used Morse too)without thinking of The Dancing Men. My subsidiary point was that when making up the Dancing Men code CD would probably have been aware of semaphore. After all, Morse, semaphore and the dancing men are all substitution codes; it's just that two of them are universal and the third confidential (but easily broken).
