My comment was an allusion to its being possible to derive Special Relativity from the fact that the speed of light is a constant to all observers. Maybe I should have been more explicit, though I'll grant that Dick was unlikely to have been that familiar with Special Relativity.
Although Ransome's characters regularly used light-speed signaling I should point out, in case anyone is misled, that, while some interpretations of Quantum Theory require Einsteinian non-locality, QT itself does not permit the transmission of signals faster than light.
