Sweden voted overwhelmingly in favour of keeping driving on the left in 1955, but the parliament ignored it and brought in right-hand-side driving regardless (from which point mainland Europe became all "right"). Apparently it just changed overnight (with a lot of advertising and "awareness-raising". It must have been really quite strange. And they also had to order loads of new buses with the doors opening on the other side.
