The 'water bodies' have an interest in the run off from the surrounding hills, they collect it for onward use/sale. (Ownership of The Amazon River). If you have a stream running through your property, I believe you can make use of the water eg turning a wheel or passing through a fish pond, provided you don't remove or otherwise degrade what emerges from the downflow side of your property. For extraction (-Hydraulic ram!) you would need a licence.
