It would be an interesting SW challenge to navigate from the harbour mouth to the old barge quay at Mill Hamlet. Only occasionally have I ever seen a dinghy in the harbour but so far as I can gather no permit is required. The birdlife in the harbour is exceptional for anyone with Dick's interest. I recommend reading the West Sussex C. C. bylaws for the harbour which gives a very good idea of the place.
