Surely, we simply don't know who owns Wild Cat Island, because it is fictitious, as the lake itself is fictitious. AR does not give us any conclusive data on the question, so all we can do is pointlessly surmise.

The 'real' Wild Cat Island, i.e. Peel Island, now belongs to the National Trust, having been donated to them by the 7th Duke of Buccleuch, the previous owner. My heart sinks at this point - last time I explained the ownership of lake property, the position was condemned by a Tarboarder as "weird". The position is perfectly straightforward and admirable. Anyone can visit Peel Island without permission but, perhaps understandably, the National Trust won't let you camp there.
