Yes, very much so. When I was small, after 1945, we lived in London in a fairly large Victorian house (well, it felt large to me at the time) and that had a lobby just as you describe, with a walk-in wardrobe that I used to hide in, and peek out between the coats. With heating as ropey as it was in those days, it was a crucial defence against the weather.

I'd have thought that in the North, a lobby would have been even more essential.
