Are we also discussing the **purpose** of pennons like these? Boats and ships fly flags and markers of various sorts for various reasons, ranging from legal (courtesy flags when abroad) to emergency to just plain pride and decoration. I've always assumed that the small pennons flown by Swallow, Amazon, Scarab et al were for the latter purpose, although of course they do show wind direction when hanging properly. I sail several Swallow-sized boats and have friends that do the same, and most of us watch the sail and reefing nettles for wind information.
