Copyright is held by the Literary Executors of AR's Estate. They have a direct link into TARS through Tarpaulin, the TARS Literary Committee, and you should approach Tarpaulin in the first instance. See the inside back cover of any journal for contact addresses.
This is assuming you are a TARS member and get the journals. If so, you should be receiving "Despatches" any day now; they went in the post this week. If not, send me a note offline, and I will put you in touch with a Tarpaulin person.
