Updates to the server were out of Ian's (and certainly my, I'm in TARSUS) hands, being handled by Lancs' system administators. From what I saw, and information Ian provided me, I was able to point him, and by extension the SysAdmins, at the root of the non-refresh problem. I also suggested some areas where the TARBoard pages themselves might be tweaked to encourage reloading for all users. I don't believe Ian tried any of these, since he was assured that the University would get the server updated. It is possible that problems 1 and 2 came back as Ian went back to the original code for TARBoard in trying to fix 3. Based on messages above, it looks like he's got it all sorted out at his end, although the server is still misinforming browsers about when the page was last modified.
