I thought it might be in WDMTGTS but a quick scan of the relevant chapter failed to find it.)

The passage is from chapter 10 of WD:
Roger is asking how many hoots to give on the foghorn.
"Titty anwered. Her head was throbbing and she was afraid she was going to be sick, but she did know something about fog signals. "Three hoots," she said. "Sailing vessel with the wind aft. Remember Peter Duck.""
One should note that the words "Peter Duck" are in italics - she is referring to the book, not the character.
