Thank you for reminding me of Percy F Westerman, as he was usually known. When I was young I remember finding and reading "When the Allies Swept the Seas" at my grandparents' house. Obviously one of my father's childhood books. At first I was confused reading it as it didn't seem to agree with my, then limited, knowledge of WW2 at sea. Later it dawned on me that it was set during WW1.
As far as I recollect he was an author with extensive knowledge of the sea and ships, but as it was well over 50 year ago I read the book I can't comment on his abilities as an author. Presumably the lack of reprints of his books speaks for itself.
