I'm sorry I don't have much contact with ARC these days. But there is a link from their Wikipedia entry to their home page in English, and it says they can be contacted by e-mail to "Minnow". (Mikako Tarashima: ARC members adopt nicknames derived from the S&A books.)
But the last date mentioned on their page is 5 years ago. However, "Dick's Camera" (Sayoko Tasumi) attends TARS Literary Weekends regularly, including the one at Harrogate last year. She particularly insisted on me joining in her photograph with John Sergeant (TARS President) so that she could take it back to ARC. So it looks as if they're still going strong.
