I believe this may be one of the few ocasions when we would know what Arthur would say. Writing in September 1962 Arthur said, quote, "Windermere has been murdered by savages with speed-boats. People do not seem to realise that the faster they make their boats the smaller they make their lakes. When I was a boy, Windermere was an ocean. It is now hardly more than a puddle." So I think we know exactly what Arthur's reaction would be to the 10mph proposal!
