At least in California some control over these issues are starting to happen.
Jet skis ("personal" water craft, in a triumph of marketing -- about as "personal"
as a boombox full on) are increasingly banned on waterways and lakes and some
useful controls are also happening on things like 2-stroke-cycle outboad engines
which are very polluting. I'm traveling and don't remember details but I know we
were very encouraged upon reading of them.
