"Well-known book" on Naval warfare

In Chapter XVII 'A Fair Wind' of Swallows and Amazons, John remembers a "well-known book" when he considers naval warfare and states that "..two things are important; to know exactly what you want to do and to do it in the manner your enemy least expects."

Does anyone have any idea what this "well-known book" might be?

I had wondered about Admiral Alfred Thayer Mahan's book "The Influence of Sea power on History" but I otherwise have no idea. Has anyone located this phrase or principle or know of any books in AR's library that might contain it?
