You knew what he meant didn't you? I don't think it is especially unusual for writers or small boys to coin neologisms. Of course, can't think of any good examples right now but I bet we all can given time. As for private wanted posters, I think it is perfectly normal in the world of children's detective stories. In the real world it is probably more common now when anyone can run a poster off on their printer advertising their lost cat or downwardly mobile boat than it was in the 20's.
By the way is it a specific offence to tamper with mooring ropes?
