The OED lists several meanings of "paper" as a verb, the nearest of
which seems to be

1. To write or set down on paper; to write about, describe in writing.
Now rare.

This is illustrated by quotations ranging between 1594 (making it the
oldest sense of "paper" as a verb, which is why they number it 1) and 1886;
the latest of these is from Kidnapped and is presumably the very one
that Mike Stevens refers to: "I'll have to paper your friend from the
lowlands." The only other quotation more recent than 1655 is from 1865.
