I suspect that in each case the people concerned are being tidy. In WH it would have been very difficult to bury the rubbish (much of which was in the form of tins, sheepskins and fur and so not best suited for burial anyway) in the frozen soil. It was not such a problem to bury peel in the late summer in East Anglia.
