Okay not strictly relevent here, but this came up in Another Place recently and I was struck how often significant events do happen in years ending with '15. For instance (off the top of my head)....

First World War (1915), Waterloo (1815), First Jacobite rebellion (1715), Agincourt (1415), Magna Carta (1215), Canute (of wave fame) (1015). And so on.

So the pipe could have been celebrating almost anything - just as I suspect the Post Office will be very busy in commerative stamps in 14 years time.
