Peter, it's an attempt to represent the sound of impressed confusion uttered by the mechanically inept, diagrammatically challenged and schematic deficient. Phonetically it should be represented by the following: voiceless bilabial semi-vowel, short mid low unrounded vowel and glottal stop.
