Speaking from the Australian viewpoint, when I was a school teacher of primary school (grades 1-6) in the early 1960's, drawing was taught in all classes and it was expected that a good grounding in perspective, light and shadow etc would be gained. The ability to draw people or animals was left to the few but the techniques of drawing and appreciation of pictures was taught. Drawing also carried over into Botany and Geography studies where it was necessary to draw parts of plants, maps etc.
