The pigeon was sent to Roger because he was the youngest, and so would most enjoy opening the basket and sending it. If it had been sent to Titty Roger would have complained that he was being left out. Nothing to do with Titty being a girl - the business of sending the pigeon was more fun for Roger, and allowed Titty to enjoy feeling responsible and "in charge" of him - which she does enjoy, see SA, SD, and so on.
