While I think that the reason for towing a cow to an island just to have fresh milk is a bit over the top, the towing of the cow, as an activity. is not. Cattle, like most quadrupeds, can swim after a fashion. If the swim is not far, and the "tow" provides little more than guidance, I see no problem with it at all. We have plenty of cattle here in Oz, and sometimes we're awash in floods, [it's either that or drought] and the cattle are able to swim short distances. They don't like it, but they can do it.
