I think you'll find he was a member of the Irish Republican Brotherhood, along with Michael Collins: they principally differed from the IRA in that they wanted to compromise with the UK Govt on the lease of (AFAIK) 4 naval bases until 1937 which DeValera did not want to do... The IRA won out and (murdered/Shot/executed) a lot more people than the British did in the Easter uprising and the Black and Tan disaster. DeValera eventually accepted the naval base compromise anyway.

Politicians are not consistant, so why should agents be?
