While I agree that consultation is important, it's also true that the Society has chosen to manage its affairs through the trustees who have delegated the management of publications to Tarpaulin. It doesn't seem necessary to me to consult the entire membership about whether the index should go on the web. It does seem courteous to ask Tarpaulin, many of whose members have a lot of experience in the publishing world, whether the index should go public.
If I've got my facts wrong about the formal relationship between the Society, the trustees and Tarpaulin, I humbly apologise!
