I have had some interesting discussions with ARC members here in japan. Most do not think it is Japan, because it was not normal for "coolies" to work in Japanese ports in the 30s. The only Japanese mentioned are Japanese sailors, of course these may be found anywhere.
Many people think it is the Phillipines. Taiwan is too close for the travel times to match up [as someone else mentioned]
BIGGEST CLUE:
The Hrbourmaster says that his "Respected ancestors would threaten their children with stories of Bony"
I don't know who Bony is [except for an Australian detective or Napoleon!]
I think this gives the clearest clue to the nationality of the Harbourmaster. I am certain he is not British.
One ARC said to me that the clues are contained in the "atmosphere" of the story as well as the actual information.
