The received wisdom on the right side of the pond is that the chain (and we all do use chain, don't we?) should be secured in the locker with a length of line which is long enough to come through the hawsepipe and be secured on deck - thus the line can be cut with a knife if need be, but the anchor is secured. Jim Brading's seamanship is of course imperfect, here, as in the matters of no lamp oil and no petrol, but I think he is doing pretty well for a 19 year old, and if he was perfect there would be no plot!
