Most of them didn't - of the 18 countries in which one or more of the S&A books was translated only seven used "different" internal illustrators, ie not AR or Clifford Webb.

Czech
Dutch
Finnish
German
Hungarian
Slovak
Spanish
Add to those seven the US editions , 6 of which had a "different" illustrator.
(The web-site linked to above is a little out of date, I haven't yet added the Chinese, Russian and Latvian editions.)

As to the reason why different illustrators were used - why not? It makes it much more interesting! I'm currently doing a major project on the translations and their illustrations and rejoice in the quirky, sometimes anachronistic and occasionally geographically incorrect versions of Ransome's scenes.
