Like some others here, I felt sure it was in WH but I checked, and it's not.

It is, however, in SW, JC 1948, p 24. as a semaphore message. 'We ought to have that young woman teaching signalling to naval cadets' as Commander Walker says. The Swallows, at the time, rocked by the news of the change of plans brought about by their father's posting, completely fail to get the point. And I do think that that is the main use of the phrase.
