I think that by keeping sail, the sailors are taught a better appreciation of the sea and what it is capable of doing if you don't pay attention. Probably also it is a bit of tradition thrown as well, remembering the history of the sailing days of the navy. The Greek navey built a trimeran 20 or so years ago to keep the memory of the old days alive (although slaves are no longer used for the oarmen!).
