Certainly the last time I stayed at a farm in the Lake District, the garden was surrounded by park type railings because they were reasonably stock proof.
Certainly in London, many of the railings are being reinstated to prevent the parks becoming camps for the homeless. One example was in Lincolns Inn Fields where all the occupiers in the surrounding building of the square contributed to a fund for the re-erection of the railings.
