This happens to me a lot also. When you don't know how to proceed, and aren't of the "barge ahead and it will all be fine" persuasion, then suddenly the activity switches from doing to researching, or thinking it through.
At that point it is really easy to become distracted, or to do something else while your mind noodles with the problem. Which can be a rational way of dealing with the issue, lack of perseverance, an inclination towards procrastination, or even the multiple haybale problem.
