'Baccy leaves, once cured, may be compressed by machine into a brick or block shape, or more traditionally into a large cigar shaped bundle called a plug. When sliced by machine into wafers it would be sold as flake which would need hand rubbing into strands for smoking. If sold as 'ready rubbed' or 'shag' it would be for pipe smoking. For hand rolling as cigarettes the cut would be still finer.
Plug tobacco may be sliced by clasp knife for smoking or chewing.
If you can find a pipe smoking ex-RN type of the right age he might let you know how to turn cured leaves into a real Navy Plug which involves the use of Rum and tarred marline plus the application of a good deal of skill. Peter Duck would know as well.
