A well-known Naval book from the turn of the century could be one by American (Naval) Captain Alfred Thayer Mahan, eg:

“The Influence of Sea Power on History” (c1890)

Churchill’s early writing is on military (Army) campaigns, eg the North-West Frontier, the Sudan and South Africa (c1898-1901). He served in the British Army before going into politics.
