You may be horrified to learn that at my (boys only) school in the early 50s, the standard for the school swimming pool was to wear nothing. Only senior boys who had passed a very exacting test were allowed to wear bathing trunks as a privilege. The pool was open-air, but well fenced off from public view.
There was even a photo of it in the official school history, but there was a good deal of spray in the foreground so it was entirely decent. It was dated 1931, which is not long after the time John was rowing in these disputed circumstances.
