I think the reference which Duncan remembers is in S&A, near the start
of chapter 10, The Parley, when the Swallows first get a close look at
the Amazons:

"The Amazons were bigger than most of the Swallows. One of them was
bigger than Captain John. The other was about the same size. If it had
come to a fight, it might have been a very near thing."

It seems clear that AR subsequently revised downwards his idea of
Peggy's size (and presumably age). As I've taken part in discussions
about this several times before, I haven't been following this thread
too closely, but I have noticed that someone has mentioned already that
in PM Peggy has the same shoe size as Dot. In ML when they take their
places in the dragon, Peggy is smaller than Susan. And I think there are
references in WH showing that Dot estimated that Peggy must be not much
older than herself.

Some other age discrepancies that I've mentioned before:

S&A is set later in the summer than Swallowdale, yet "Vicky's" second
birthday occurs during S&A, whilst Bridget's third birthday has already
happened by the start of Swallowdale.

Roger still isn't allowed to use matches in WH, yet Bridget uses them
in SW (and in general Bridget seems very precocious in SW).

In PM Dick has studied qualitative analysis at what must be a very early age.
