The latter, if I can so put it. There are ropes passing round the sail. The sail is hauled up to the yard from the deck by hauling on the clew lines, which pull the tacks (the lower and outer corners) up to the yard, and the buntlines (which pull the middle of the sail, the "bunt") up to the yard.

Once this has been done, seamen go out along the yard on the footropes and furl the sail using tyers - a sea stow is quick and rough and ready, a harbour stow is aimed at perfection in appearance.
