Or more likely the Customs guys were used to people on Boats such as the Thames barges having cats. These cats are not likely to get bitten by rabid animals as they are pretty confined. Remember how the woman on CC said they often woke up in a foreign port, I think they used the discresion available to most people in those situations and probably Commander Walker was considered to have the ability to deal with a kitten that might become rabid.

Either that or AR made another mistake. My guess is AR had been enough around boats and customs to get it right. There has to be some sense in the world or all politics would be like Texan politics - very hard to follow for a foreigner.
