I find this interesting - I've used the term to US and Canadian aquaintances and met with blankness as well. Where does the term come from - its well understood in kiwiland.
For the uninitiated - it means someone who uses attack (verbal usually) as the best form of defence. And no, it isn't restricted to Peters!
