The quotes in Andrew's post stipulate "land based wind generators". If they're to be offshore, I would imagine they'd say something else. And I'd give more credence to what's in official documents than to what's told to the press. After all, if it's in the press, they can just say they were mis-quoted or misunderstood.

But how can you accuse them of "too much jargon and bad menu design"? I quote:

We have tried to make the site easy to navigate and readily accessible to all visitors, not just to those with the most up to date software and hardware. The site was developed in accordance with the guidelines set out by the WorldWide Web Consortium (W3C) and Cabinet Office Guidelines for Government Websites.

So any inability on our part to find relevant information is clearly due to our own
  1. incompetence and
  2. stupidity.
We're just not fit to comment on their workings since we can't even navigate their well-designed site. Seriously, they even make Sony's web site look good - and that's long been a model of hopelessly convoluted design, aimed at obstructing rather than helping the user. I wasn't able to locate the passages he quoted even through their well-designed search facility ("wind generators" should show up, wouldn't you think?). Lacking "the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying 'Beware of the Leopard.'" in the basement, with both lights and stairs gone missing, I suppose this was the best they could do.
