Having driven in London on several occasions, and picked up a rental car in central London once (to drive out), I would recommend against having a rental car in London unless you have no choice. Prue is right - the underground is great, and further the taxis are excellent. I would suggest doing London w/o the car, then taking the underground or a train to an airport and picking up the rental car there, especially if at the end of the trip that's where you want to return it.
