Most likely different names for the same thing, Ed. Instead of the oars resting in U-shaped rowlocks that allow the oar to be feathered, they are held by a single pin fastened to the gunwale. The oar has a hole that the pin passes through.

This type of rowlock is common on rental boats in the Lake District and elsewhere in the UK -- much less chance of a duffer losing an oar out in the middle of the lake by its slipping through or jumping out of a traditional rowlock.
