"Reformed poachers make the best gamekeepers" seems to be a phrase used by Charles H Spurgeon, a Victorian preacher, whose sermons are on-line. Whether he originated it or merely was the earliest to be noted as using it I don't know. It seems to be similar to the other phrase "Set a thief to catch a thief".
