I think that people learn that information is useful by being exposed to it and then finding it applicable or enjoyable. My own experience suggests that ill-informed people are people that don't read, at least for enjoyment, and that those who are avid readers seem to appreciate the value and enjoyment of knowledge -- and have experienced the fun of suddenly finding some piece of information suddenly applicable.

Reading for necessity, i.e. in school, does not seem to inculcate that enjoyment, and people that have not learned to enjoy reading are not going to do it unless they must. And will have the "I don't need to know that" attitude - because why else would they have acquired information except because they had to?
