In the UK you would have to get permission from whoever owned the copyright of the illustration (usually the artist or photographer concerned). Remember that although TARS freely reproduces AR's drawings, this is possible only because TARS has been given a general licence to do so by the AR literary executors.

We ought not to get too bogged down in 'officialese' about this. In general, copyright is really a matter of courtesy. It is civilised and courteous to ask permission from a writer or artist if you wish to reproduce their work. If this is done, usually permission is given. However, more and more institutions (eg galleries and museums) nowadays are making a charge for this, in some cases a steep one.
